National and regional bodies (e.g. Historic England, National Lottery Heritage Fund, Architectural Heritage Fund, Arts Council England, etc.);

Work Breakdown Structure and Schedule

Timetable to be agreed, but will include the following:

  • Formation of a Project Board and Working Group;

  • Three ‘review’ workstreams: definition of the city’s heritage; review of City Council functions, operations, and resources; best practice review (including neighbouring authorities and other peers); and

  • Development of vision and strategy, including resources, performance indicators, and recommendations for future practice, policy-making, and potential risks and constraints
